EMW welcomes new Chief Operating Officer, William Luti

Herndon, Virginia — Dr. William Luti, a former career naval officer and former Special Assistant to the President for Defense Policy and Strategy at the White House, has been named as the company's new Senior Vice President and Chief Operating Officer. Before joining EMW, Dr. Luti served as the Executive Vice President for Cybersecurity at Digital Management and as the Vice President for Strategy at Northrop Grumman's Information Systems Sector.

In his role as Chief Operating Officer he will oversee and direct several major projects around the world, a line organization of over 90 professionals and a staff organization delivering support for sales proposals, business development activities, growth strategy, new technology evaluation, and customer assurance initiatives.

Dr. Luti's extensive public service career includes leading critical strategic efforts for the nation and the Navy.

At the White House he directed the President's personal defense staff and was responsible for interagency management for homeland and cyber defense, security cooperation, international defense agreements, defense transformation, national space policy, and defense plans in support of military operations. Dr. Luti previously served as Deputy Undersecretary of Defense where he managed the Department's relations with 27 Near Eastern and South Asian countries.

As a naval officer, he served in many assignments, including the Chief of Naval Operations Executive Panel and Strategic Studies Group; in the Office of the Speaker of the House as a legislative fellow; and as a Special Advisor for National Security Affairs in the Office of the Vice President. He commanded an aviation squadron, an amphibious assault ship, and an amphibious ready group and he is a veteran of the 1991 Desert Storm air campaign.

During his naval aviation career he received numerous awards including three Legion of Merit awards, the Meritorious Service Medal, the Strike/Flight Air Medal and in 2005, he received the Defense Department's Distinguished Public Service Medal. He is a Life Member of the Veterans of Foreign Wars.

Dr. Luti has a doctorate and master's degree from Tufts University's Fletcher School of Law and Diplomacy, a master's degree from the U.S. Naval War College and a bachelor's degree from The Citadel.
