Mr. Bui has over twenty years of experience in the areas of information and telecommunications technology. He started his career as a database developer in 1983 working on a team that developed a worldwide Navy shipboard casualty reporting system.

After graduating from Virginia Tech with a Bachelor of Science in Electrical Engineering and a Minor in Economics, he was hired as an associate member of the technical staff by GTE Telenet, which soon became Telenet, a US Sprint Company. Mr. Bui worked on a business development/capture team that won a major Systems Integration support contract for the Defense Data Network (DDN).

Mr. Bui was then promoted to the position of field engineer in support of DDN nodes worldwide. Mr. Bui then took over the position as lead engineer in support of a nationwide packet switching network supporting distance learning and tele-training with TRADOC in Ft. Eustis.

In 1988, Mr. Bui moved to the civilian sector and supported Dept. of Labor as a systems engineer. He later took over account management responsibilities of that agency and Housing and Urban Development (HUD) as well as various agencies within Treasury.

As a Senior Federal Account Manager with Sprint, Mr. Bui captured over $150M of life cycle billed revenue. Before leaving Sprint and starting East Meets West, Inc. (EMW), He was responsible for capturing the State of Nevada Prison Phone bid and the State of California’s Dept. of Justice Frame Relay Network for Sprint.

Although EMW was chartered on paper in 1991, Mr. Bui was not an active member until 1995. Armed with technical, business, and organizational expertise—and the unyielding support of his wife, Hanh Bui, He started EMW in the basement of his home.

As founder of EMW, Mr. Bui has utilized his business development and technical skills to partner with Fortune 500 companies and capture worldwide systems integration opportunities. Today, Mr. Bui oversees an enterprise that spans four continents and supports US Federal Government, European Government, NATO and Middle East organizations and employs over 140 employees.

During the last three years, EMW has doubled in size each year and has instituted an employee—friendly atmosphere that fosters personal growth, professional development and corporate accountability. Mr. Bui’s vision for EMW is to create a professional organization dedicated to providing stable, secure and leading edge products and services for the information and communications technology marketplace.

Mr. Fulton brings over 25 years of experience in network engineering and management, software systems engineering, Operations Support Systems and Business Support Systems design and marketing to the EMW senior management team. Combining the best of Bell System knowledge with intimate experience in the emerging carrier marketplace supporting voice, data and video networks and systems, Mr. Fulton delivers innovative solutions to a variety of client problems.

Mr. Fulton holds an undergraduate degree in physics from the University of Virginia and an MBA from the University of South Florida where he specialized in telecom finance while excelling as a full-time Outside Plant Engineer.

As a consulting engineer for the Bell System, Mr. Fulton participated in the design and construction planning for major digital loop carrier systems, an early-adopter of this technology. He revolutionized central office conversion techniques, taking advantage of new connectorization technologies to reduce the cabling effort by 60 percent. As a manufacturer's representative, he was instrumental in advancements in DLC technology and bringing fiber optic technologies out of the laboratory into metropolitan trunking and feeder applications.

A rotational assignment into Bell Laboratories as a Systems Engineer designing Operational Support Systems broadened Mr. Fulton's industry knowledge. He was at the forefront of early efforts at Fiber-To-The-Home applications and broadband ATM-based systems.

Advancing to a senior management position, he led a team of Systems Engineers developing a comprehensive EMS/NMS system to support broadband local networks, from provisioning to fault and traffic management. He applied this network knowledge to subsequent management positions in sales and marketing and earned respect and accolades both for gaining the trust of his clients and for exceeding revenue and profit targets for Lucent Technologies.

Since joining EMW in 2001 Mr. Fulton has worked on a variety of projects from software application solutions, to hosting solutions, to full service support for large private data and voice networks. As VP – Operations he oversees several major projects around the world, a line organization of over 80 professionals and a staff organization delivering support for sales proposals, new technology evaluation, technical assistance to line personnel and customer assurance initiatives.

Mr. John Hall joined EMW from Lockheed Martin Information Technology (LMIT) where he was Director of International & Security Business Development.

Prior to the acquisition of Affiliated Computer Services (ACS) Federal Services Group by Lockheed Martin, Mr. Hall served as Director of International & Security Business Development and in other technical and line management capacities for ACS Defense, Inc., formerly Analytical Systems Engineering Corporation (ASEC), for over 20 years.

Mr. Hall’s experience includes management, analysis and implementation of U.S. Department of Defense, NATO and foreign systems, programs, personnel and materials. His project experience includes provision of general technical advisory services, quality control/assurance, mission requirements analysis, functional analysis, system design, and system implementation management, for Information Systems, Communications Systems Security Systems, Air Traffic Control Systems, Arms Control Programs, and C3I programs.

Prior to joining industry, Mr. Hall served as a Regular Officer in the United States Army. Trained as an Artilleryman, he commanded an Artillery Battery in combat in Vietnam and served in a wide variety of command, staff and General Staff positions at the Special Detachment, Battalion, Separate Brigade, Corps and NATO Army Group/Allied Tactical Air Force level, principally at international locations.

Upon joining industry, Mr. Hall remained active in the Army Reserve with additional command assignments of a mobile Data Processing Unit and serving as Mobilization Officer for the New England Region until his retirement from the Army with over 22 years of service.

Mr. Hall is a Graduate of Phillips Exeter Academy, attended Dartmouth College, and was awarded a Bachelor of Science in Engineering by the US Military Academy, West Point, New York. Mr. Hall also earned a Master's Degree in German at the University of Connecticut, Storrs, Connecticut.

Mr. Hall is the author of numerous publications including the Design Manuals and Guide Specifications for Security Systems of the US Naval Facilities Engineering Command, and the Joint System Concept of the Joint Stand-off Attack Radar System (Joint STARS) for the US Air Force. He has developed and presented several technical papers at international seminars and conferences on such topics as E-Government, Security System Design Methodology, Business Process Re-engineering, and Automation of Financial Systems.

As EMW Vice President, International Business, Mr. Hall is responsible for business development with international clients, and management oversight of EMW sales initiatives in Europe, the Middle East and Africa, establishment of teaming agreements and strategic alliances with foreign companies for the pursuit of international opportunities.
